For the fabric to be waterproof, it must be tightly stretched (preferably at an angle) so that the fluid in contact with the waterproof fabric slides off.
The fabric is not suitable for holding water. If the fabric is not taut and tends to have a "hollow" effect, stagnant water will, over time, filter through the fabric to prevent the formation of mould.
